LEAD Grant Application Background information
The concept of community capacity building is the cornerstone of the LEAD Grants Program. The background information that follows is intended to help grant applicants think through the development and implementation of their projects. It emphasizes that LEAD Grant requests will be assessed and evalated according to their ability to contribute to community capaity building.
Requests for funding through the LEAD grants Program will be assessed and evaluated according to the following criteria:
- Projects focus on the strengths and assets of Bowen Island or an island organization, rather than on deficiencies and needs.
- Projects require the involvement of several groups in the development and implementation of a project, build organizational capacities and instill a broader sense of project ownership.
- projects encourage broad community support and participation.
- Projects can be sustained
- Projects help create and strengthen community networks between neighbours and/or organizations.
- Projects will be for new initiatives and not for ongoing operational expenses.
During our discussions on the 2007 Grant Applications, concern was expressed that some organizations appear to be relying on the Foundation for annual funding - the concern is two-fold:
- First as demand increases from community organizations, the Foundation will not have enough grant money to distribute.
- Second, the purpose of a community foundation is not to create funancial dependency, but to assist with building capacity within organizations, including financial sustainability.
Given the grant money the Foundation has for distribution, and given the Foundation’s role in contributing to sustainability for organizations, preference will be given for the following types of activities:
- New initiatives that will assist organizations in building their profile within the community, and thus their support;
- Initiatives that will assist in promoting organizations and develop their sustainability;
- Initiatives that reach out to a cross section of the community, including other organizations;
- Initiatives that build on the strengths of the community in meeting challenges; Initiatives that are educational in nature – for any of the areas of focus the Foundation has.
Given the above areas of preference, it was also agreed that the Foundation will generally not participate in major fund raising activities of organizations, as a donor, unless there is a specific need within the fund raising activity that the Foundation can meet.
